Is she rocking bicycle shorts under that skirt? THAT was the look of shame in the late 80's Milli-Vanilli/Arsenio Hall/Paula Abdul era.

p.s I bought bicycle shorts in 1988 but wasn't brave enough to wear them by themselves. I wore them a few times under my other shorts at track practice though.

To me it looks like the trimming around her skirt maybe.

Lots of big hair (requiring a full can of either Aqua Net or Sebastian Super Shaper to obtain), tons of makeup, and lots of accessories was THE LOOK as modeled by Stevie in that photo. The look was so big that the Boys had the look too (hairspray bands anyone?) And the really scary part (other than the photographic evidence exhibited here)? We thought we looked good rocking that look. :D Ah fashion!

Now back to Dee Snider and The HOUSE OF HAIR!!!!

I think its just trim around her skirt. This leads me to another question though. What exactly is her deal with the big shoulders/shoulder pad look??? She still does it to this day! Stevie, darlin', I love ya, but this is not good...just say NO!

I think she looks better with some waves or curls to her hair, rather than it being so straight for the last 10 or more years. At least the wavy big hair gave her some style to it. I actually liked big wild hair Stevie!

I think the reasoning given at the time was that the big shoulders made your waist look smaller in comparison.

In the interview that you are speaking of, with Rita Braver, I remember watching this interview as Stevie was describing these " horrible" colors that she had her outfits made of, apricot, pale blue, seafoam green, I kind of felt like she was describing the colors in the blouse that Rita had on. I felt bad for a minute.

I loved most of those colours ... I'll have a look for some other photos when I get home from college!

Purple and red ... and I don't have pictures to hand, but in the Blue Denim video Stevie has similar sleeves in dark blue.

I threw in the TISL shot because I think I recall Stevie mentioning that the dress is the same design as the old Rhiannon ones, though I can't be sure I didn't just make that up.
