There was an article in Rolling Stone about a year ago (2010 had Stephen Colbert on the cover.)
It discussed a free site in Europe that was in the making which was similar to Limewire/Frostwire/Napster but hadn't gone live yet. It had a different spin on the concept of compensating the artist AND being able to provide free cost to the music listener.... I will have to see if I can find the article and see if it indeed was able to launch.

Spotify does this. The difference between that and sites like Limewire is that it's a streaming site, so the music isn't available to download. There is a pretty large selection on their though and I've found it to be a great service to use when I want to try before I buy (and in some cases, just use it to listen to music I don't really want to shell out for).
