I sent an e-mail to Jessica at lindseybuckingham.com and she got right back to me. This explains the confusion!

Adam,

The presale was supposed to be a radio presale only. However, it seems
Ticketmaster messed up somehow and put a CD presale on there. It was
supposed to be so you can choose to buy the CD with the tickets or choose
to just buy tickets (called the Internet Presale). However, somehow
Ticketmaster put it on there so you have to buy a CD with both ways, which
is not the way we intended it to be. For whatever reason, I was told they
cannot fix it since the seats already went on sale. So unfortunately
there probably will not be a way to purchase tickets without a CD until
the general sale Saturday.

In the future, all radio sales should allow you to purchase without a CD.

As far as I know, there are only a certain number of tickets for the
presale, so tickets should be available for the general sale (although I
cannot guarantee this). I will check with Lindsey's management tomorrow
as soon as possible and get back to you.
